This position is located in the Oceanic and Atmospheric Research (OAR), Earth System Research Laboratory (ESRL), Global Systems Division (GSD), with 1 vacancy in Boulder, CO.
Major Duties
As a Supervisory Physical Scientist, you will perform the following duties:
- Manage the Global Systems Division Advanced Technology Branch (ATB) and serve as lead and technical expert in current advanced technologies and techniques in NOAA involving weather forecasting, scientific data distribution, decision support, and data visualization.
- Track short- and long-term advanced technology priorities and resource allocation for scientific and engineering projects; oversee and track project progress towards milestones; and formulate, manage, and track program budget.
- Write proposals and plans for current and future scientific and engineering projects and engage with other labs and entities, both domestic and international, to understand advanced technology requirements.
- Establish partner agreements; prepare briefing materials; and brief senior management, partners, and other offices, labs, and entities on status and accomplishments of advanced technology activities.
- Manage a blended multidisciplinary workforce composed of federal, contractor and Cooperative Institute personnel; ensure that federal employees are appropriately recruited, selected, appraised, developed and rewarded; take action to address performance problems and provide performance evaluation feedback on contractors and Institute personnel.

To qualify for the 1301 series:
EDUCATION:A. Degree:physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
ORB. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
-AND-SPECIALIZED EXPERIENCE:Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-5 or GS-15 level:
SPECIALIZED EXPERIENCE:In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to theZP-4 or GS-14in the Federal service. Specialized experience MUST include all of the following: Developing, planning and/or executing projects to advance computing, data distribution and visualization or other technologies, such as machine learning, cloud computing, and quality control of meteorological data sets, to support improved weather forecasting;
Collaborating with stakeholders/partners in identifying technology requirements;
Developing funding proposals and plans for scientific and engineering projects, formulating and tracking budgets, and managing projects to completion; and
Supervising or leading a diverse staff of researchers and technical personnel; assigning work, setting priorities, evaluating performance; and providing feedback on work assignments.
Pay Range
$134,629.00 - $166,500.00
