Job Summary

The Mid-level Manager provides technical and administrative supervision to subordinate Supervisors responsible for overseeing a substantial work force of officers and technician positions. The position has oversight of special projects, logistical planning, large-scale resource management, and multiple funding sources across several organizational units covering a large geographic area.

Major Duties

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Responsible for managing Agricultural Quarantine Inspection (AQI) and/or Domestic programs as follows:
  • Designs regulatory, survey, control, and/or eradication efforts.
  • Represents Plant Protection and Quarantine (PPQ) in cooperative programs.
  • Develops survey, treatment, and/or inspection initiative in order to facilitate exports of agricultural products.
  • Oversees the planning and management of inspections, treatments, and survey/eradication programs as well as the enforcement of quarantines.
  • Provides guidance to the first-level supervisors who initiate and modify techniques and procedures to meet changing program requirements.
  • Develops and maintains cooperative relations with customers, stakeholders, regulated entities, and other Federal and local governmental agencies.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR: Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education. In addition to the basic requirement, you must meet the specialized experience below: FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Planning, directing, organizing, and coordinating PIS/AQI, pest identification programs, domestic programs, predeparture operations and other plant protection quarantine activities and programs. Development of staffing schedules to ensure program coverage. Developing and maintaining positive cooperative relations with stakeholders, Industry, risk groups and other Federal and local government agencies. Experience with PIS/AQI and domestic program databases, sites and research tools. Leading field personnel, and working with cooperating agencies, industry and the public. Representing program for reporting at public meetings on program status and/or major operational changes related to plant protection and quarantine. Developing staff members by providing coaching, training, regular guidance and career development opportunities; takes appropriate action to address performance problems and fosters an inclusive workplace where diversity and individual differences are valued. Proficient in developing and periodically assessing emergency response plans in coordination with cooperators and key stakeholders to ensure optimal readiness for exotic pest response operations. Note: There is no education substitution for this grade level TRANSCRIPTS are required: This position requires specific coursework or a degree in a specific field to be basically qualified. This education must have been successfully completed and obtained from an accredited school, college, or university Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Pay Range

$91,231.00 - $118,603.00
