Job Summary
This position is with the Grain Quality and Strcuture Research Unit in Manhattan, KS and will serve as the Research Leader for this Unit. Research scientists have open-ended promotion potential based on Research accomplishments and their impact. The grade level is limited only by the individual's demonstrated ability to perform research of recognized importance to science and technology. *Final grade level may be determined by a peer review panel.
Major Duties
- Lead and manage a multidisciplinary Research Unit comprised of PhD scientists, including personnel, equipment and fiscal resources following agency's mission and scientific procedures, requirements and protocols.
- Lead and accomplish work through others (i.e. team building, conflict management, cultural awareness, strategic thinking, technology management, and to communicate with individuals or groups from diverse backgrounds in a variety of situations
- Supervise employees, to include setting performance standards, monitoring performance and guiding subordinates. Demonstrates a knowledge of cultural awareness in communication with employees.
- Perform and lead research in grain composition, quality, and factors that impact quality of sorghum and wheat germplasm.
- Collaborate and communicate technical information pertaining to grain composition and quality with government officials, scientific and academic communities, national or international scientific organization, and diverse groups.
- Collect, analyze, and summarize technical information to develop new knowledge of grain components that are linked to end-use quality and value in sorghum and wheat as well as generate new methods for analyzing and characterizing grain composition.
- Prepare written work products based on research to be reviewed and/or published in professional articles, publications, and technical abstracts.
- Manage budgeting and financial planning for departments and/or units as well as for large research projects led by independent PhD scientists or teams of scientists/technicians.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet Specialized Experience requirements as stated below. GS-14: Applicants must possess one year of specialized equivalent to the next lower grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. Specialized experience requirements for the GS-14 level are defined as: Producing publications as the primary author for those that impact the advancement of the field or are viewed as authoritative; Conceiving and formulating research ideas that advance the field of science or is used as a reference by other scientists; Experience participating in Symposia that define the state of the discipline or introduce new areas in the field; Experience managing a research program, including personnel, equipment and fiscal resources; Experience supervising employees, to include setting performance standards, monitoring performance and guiding subordinates. GS-15: Applicants must demonstrate at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service. Specialized experience is experience directly related to the position to be filled. The specialized experience requirements for the GS-15 level of this position are: Experience in research and reputation serve as a recruiting tool to your organization; Experience in research had led to national/international recognition as an authority and leader in the field; Experience in research has led to awards, honors, or other recognition from major national and international organizations; Experience managing a research program, including personnel, equipment and fiscal resources; Experience supervising employees, to include setting performance standards, monitoring performance and guiding subordinates; Leading a highly effective team/unit conducting grain quality and composition research Ability to lead people and build relationships with stakeholders Applicants must be available to report for duty at the time a selection is made. Pay Range
$104,821.00 - $160,286.00
