Job Summary

This position is located in the Intermountain Region; Regional Forester's Office; Planning & Financial Resources unit. Incumbent serves as the Regional National Environmental Policy Act (NEPA) Team Leader for the Ecosystem Analysis & Planning/Watershed & Air Management Unit. Major Duties

  • Responsible for mediating conflicting viewpoints of Interdisciplinary Team (IDT) members on preparation and processing of environmental analysis and compliance documents.
  • Applies a wide range of concepts, principles, practices, and methodology of natural resources management including the interrelationships of social sciences, biological sciences, and physical sciences in environmental planning.
  • Facilitates administrative reviews and legal documentation between forests and Regional Office.
  • Incumbent advises and/or consults in all phases of priority setting to accomplish the assigned program with the supervisor.
  • Coordinates environmental policy, ensuring compliance with multiple environmental policy requirements.
  • Interprets and disseminates changes, decisions, and directions regarding all environmental policies to team members.

OR Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess specialized experience as listed below. Specialized Experience Requirement:

For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as the following: Coordinates, supports and oversees the Regional Planning program. Develops and implements regional policies to ensure effective and efficient compliance with the National Environmental Policy Act. Coordinates with the Washington Office and forest personnel to ensure continuity and consistency in complying with multiple regulations including NEPA (National Environmental Policy Act), NFMA (National Forest Management Act), and FOIA (Freedom of Information Act). Acts as a project manager for projects carried out under cooperative agreements and contracts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Pay Range

$88,704.00 - $115,313.00
