Job Summary
You will serve as a CIBL Construction Product Line Coordinator (PLC) in the Capital Improvements Business Line (CIBL) of NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary. COLA is subject to change at any time
Major Duties
- You will conduct pre-construction conferences with contractors, designers, and activities to discuss technical or design aspects and challenges.
- You will analyze program needs to formulate budget requirements.
- You will mentor employees in the area of project management ensuring performance, cost, and schedule metrics are met.
- You will coordinate with Architects/Engineers, Contractors, and in-house staff in the delivery of Capital Improvements products and services.
- You will serve as the managerial lead for all construction related matters within the FEC, specifically providing overall leadership and product line management.
- You will work to provide training to construction field office staff to increase knowledge and proficiency in construction quality management and/or quality assurance, in accordance with the CI Community Management Plan
Qualifications
This position has a Selective Placement Factor (SPF) which is: Current registration as a Professional Engineer (PE) or Architect (RA) in any state, District of Columbia, Guam or Puerto Rico. Note - if you meet this requirement, it is highly recommended that you provide a copy of your current registration with your application. In addition to the Selective Placement Factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) applying knowledge of Military Construction (MILCON) Program regulations and procedures to make engineering determinations with regard to design, planning and construction execution; 2)assist in the projection and tracking of current budget year and budget year +1 construction workload for multiple MILCON projects; 3)review and analyze construction metrics for areas such as schedule growth, cost growth, and timely closeout of active contracts and task orders; 4)assist in and/or perform Construction Assist Visits to validate, document deficiencies, and track completion of action items as well to evaluate contractor safety compliance; and 5) utilize office automation/computer software programs to generate metric data and reports related to construction project management. Pay Range
$111,163.00 - $144,510.00
