Job Summary

You will serve as a Supervisory Community Planner, Archeologist, Biologist, Environmental Engineer, or Physical Scientist in the Environmental Business Line, Environmental Planning and Conservation Division of NAVAL FACILITIES ENG COMMAND PAC. A Cost-of-Living-Allowance (COLA) of 10.28% will be added to the stated salary. COLA is subject to change at any time.

Major Duties

  • You will provide environmental planning and conservation program management and oversight to include program development, project execution/delivery, regional oversight, technical support, and training coordination for supported commands.
  • You will ensure requirements of federal, state, and local environmental planning and conservation laws, rules, and regulations are upheld in the Pacific area of responsibility.
  • You will plan, program, budget, and execute environmental planning and conservation requirements.
  • You will provide leadership for Product Line transformation and innovation.
  • You will oversee the overall long-range planning, direction, and timely execution of the Environmental Planning and Conservation program.

Qualifications

This position has a selective placement factor for the Environmental Engineer (0819 series) that will be used to screen out ineligible candidates. The selective placement factor is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license with your application package. In addition to the Basic Requirements and selective placement factor (if applicable to your series), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as the authority in identifying, defining, and resolving critical problems of environmental planning and conservation programs;

2) Ensuring proper resourcing and execution of plans, programs, and budgets to meet environmental planning and conservation requirements;

3) Working with others to create and implement strategic planning, workforce shaping, and transformation plans for environmental planning and conservation programs; and

4) Leading, guiding, and/or supervising various professionals in achieving environmental planning and conservation goals and objectives. NOTE: This experience must be fully supported by your resume. Applicants for the Physical Scientist (1301) must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a bachelor's degree or higher in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. You have a combination of education and experience with education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. Applicants for the Archeologist (0193) must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You successfully completed a bachelor's degree or higher from an accredited college or university that included 3 semester hours each in the following course areas: history of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology (methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques); Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying AND Archeological field school. OR B. You have a bachelor's degree or higher from an accredited college or university with related curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A above (including archeological field school). OR C. You have a combination of education and experience that includes college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR D. You have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

Pay Range

$111,163.00 - $144,510.00
