Major Duties
- Practical knowledge of technical engineering and surveying methods and techniques to perform hydrographic surveys in support of planning, design, construction and maintenance of navigation projects.
- Plans to efficiently and effectively conduct a variety of hydrographic surveys in diverse coastal marine environments in consideration of weather, sea conditions, tide, type of equipment available, size of vessels, and safe operating conditions.
- Edits computer electronic field data to assure accuracy by editing soundings, applying tide corrections, reviewing sounding line to template to determine adequate length of survey line.
- Operates oceanographic survey systems including single-beam, multi beam, side scan sonar, and magnetometers and assuring the accuracy of equipment by performing calibration tests
- Meet with representatives of other governmental or public interest groups (federal/military/local security, etc.) to research, coordinate and obtain data necessary for surveys pertaining to navigational projects and obtain rights of entry.
Qualifications
Positions are open to: Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Short-term training programs (e.g. several two-week programs completed) are not considered an academic course of study. Current students who will graduate no later than 30 November 2019. Preference eligible veterans who were precluded from applying due to their military service obligation begin their two-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed six years after degree or certificate completion Applicants can be selected at GS-5 the GS-6 and GS-7. The target grade of this position is GS-7. After 52 weeks of successful performance and at management discretion, the incumbent may be non-competitively promoted to the next grade level. To be eligible for conversion to a permanent or term position, Recent Graduates must: Be a U.S. Citizen Successfully complete all the requirements of the Recent Graduate Program as defined in the Agency Participant Agreement. Demonstrate successful job performance. In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: GS-05: One year of specialized experience which includes: utilizing surveying methods and techniques to collect and edit field hydrographic or topographic data and assure accuracy by reviewing digitized soundings, removing unreliable soundings, applying corrections, reviewing sounding data by statistical methods. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four year course of study leading to a bachelor's degree an accredited or pre-accredited institution (a) with major study in an appropriate field of surveying, engineering, construction, or industrial technology; OR (b) that included at least 24 semester hours in any combination of the following courses: surveying, engineering, industrial technology, construction, physics, drafting, forestry, geography, navigation, cartography, physical science, or mathematics. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages. GS-06: One year of specialized experience which includes: Operating Real Time Kinematic Differential Positioning System equipment, Multi-Beam/Single Beam fathometers and inertial navigation systems; runs surveys in compliance with Engineering and Design Manual EM-1110-2-1003 Hydrographic Surveying. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.)ORCombination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. GS-07: One year of specialized experience which includes: Taking direction from management or team lead on method of hydrographic surveys and priority and sequence of jobs in consideration of weather, sea conditions, tide, available personnel resources, type of equipment available and safe operating conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). OR Education: One full year of graduate level education in a field directly related to the work of the position, such as surveying, engineering, construction, or industrial technology. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18.
