Major Duties

This position is the senior technical advisor to the AFTC Commander regarding health and suitability of airframe, avionics/cyber, installed propulsion, and electronic warfare flight and supporting ground test capability to meet current and future requirements and for recommending AFTC investment and modernization to align test capability with test needs.

The incumbent serves as the senior technical authority under the Executive Director for AFTC flight test technical and engineering processes including airworthiness. This position is a direct report to the AFTC Executive Director and serves as the most senior Air Force technical advisor and expert national/international authority in all aspects of flight test and evaluation, including airframe, avionics/cyber, installed propulsion, and electronic warfare flight test and evaluation, with responsibility for providing advice and guidance to the highest Air Force and government officials as well as to immediate and multiple nationally important aerospace system program efforts concerning test infrastructure, capability, practices, and interpretation of test results.

Qualifications

QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Your conduct and character must demonstrate suitability for the position for which you are applying. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. A. MINIMUM QUALIFICATIONS: 1. Education Requirement - See education requirements below. 2. Experience: Candidate must have three (3) years of specialized experience at the next lower grade (GS-15/GG-15/Pay Band 4/5) or equivalent. Specialized experience must include experience in broad multidisciplinary areas of flight test and evaluation technology, including a high order of awareness of national research and development programs. 3. Certification Requirement: This is a Critical Acquisition Position (CAP) which carries significant responsibility. A 3-year tenure agreement is required for the position. In signing such agreement, the employee does not forfeit any employments rights, nor does such agreement alter any other terms or conditions of employment. The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements cited below, unless a waiver is granted by the AF Senior Acquisition Executive (SAE). a. Level III certification in Systems Planning, Research, Development & Engineering- Systems Engineering (SPRDE-SE) or can be obtained within 24 months.

b. 10 years of acquisition experience or equivalent, 4 of which were in a CAP or equivalent position. B. MANDATORY TECHNICAL QUALIFICATIONS (TQs): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following: 1. Expert knowledge of flight test and evaluation including test infrastructure, capability, practices, and interpretation of test results, and the ability to integrate this test and evaluation knowledge into strategic plans. 2. Extensive experience in state-of-the-art test design, instrumentation, range resources, telemetry, data acquisition and reduction, test control and execution, analysis, modeling and simulation, and evaluation as these pertain to airframe, avionics/cyber, installed propulsion, and electronic warfare flight test and evaluation. 3. Comprehensive knowledge of cross-cutting or emerging technology initiatives that could impact and/or aid the Air Force in its mission and development. C. SENIOR PROFESSIONAL QUALIFICATIONS: Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Supplemental statement addressing the following: 1. Contributions: Achievements that impacted the organizations mission and contributed to knowledge advancements in the fields of test and evaluation of complex weapon systems and related equipment. 2. Leadership: Recognized leader in the application of flight test and evaluation technology. 3. Professional Stature: Nationally and internationally recognized standing as indicated by memberships and activity in professional organizations and/or within the larger DoD/Industry professional community. This includes citations, honors, awards, patents, and publications and other forms of recognition, such as requests for professional consultation, which indicate acceptance by peer group as an authoritative source in the field. D. DESIRABLE QUALIFICATIONS: The following will be used to help rate and rank candidates: 1. An advanced degree or doctorate in science, engineering or a professional discipline relevant to the office's assigned responsibilities is highly desired.

Pay Range

$131,239.00 - $190,000.00
