Major Duties
The incumbent serves on the Washington Office’s Wild Horse and Burro (WH&B) Program Staff and reports to the On-Range Branch Chief located at the Nevada State Office in Reno, NV. The incumbent is a skilled and experienced professional specializing in wildlife and/or rangeland science; shipping coordination; data management and analysis; statistically tracking; contract administration; writing and reviewing National Environmental Policy Act (NEPA) documents and responding to public and agency requests for information. The incumbent serves as a the senior technical specialist in coordination and execution of movement of wild horses and burros within the BLM’s holding facilities, providing space for incoming removals, and serves as WO20’s technical expert in the WH&B Program System (WHBPS).
Physical Demands: Work is primarily sedentary, with some walking, standing, bending and carrying of light-weight items. Some field work may require the incumbent to be in reasonable good physical condition with stamina required for occasional arduous physical exercise under a wide variety of environmental conditions. Position requires emotional and mental stability and composure to deal with controversial and emotionally charged situations. Some travel may be required.
Work Environment: Office work is performed in a lighted and ventilated room. Any required field work is done in country varying from flat to steep and rock terrain, in corral with problem footing and the hazards of working with untamed animals in confined spaces. Working in temperatures from subzero to over 100 degrees above zero. Safety precautions may require use of protective safety apparel.
Qualifications
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
You will need to clearly state your undergraduate/graduate degree(s) and submit a copy your college transcripts or a listing of your college courses that includes hours and grades.
Specialized Experience:
For GS-12: In addition to meeting the Basic Education Requirement described above, applicants must have one year specialized experience equivalent to the next lower grade level (GS-11). Specialized experience at this level is defined as assisting with preparation of policies, procedures and standards for program operations for the WH&B program. This includes working knowledge and functionality of WH&B Program System (WHBPS), researching regulations, manuals, and/or instructional memoranda for the management, maintenance, transportation, distribution, etc., of wild horse and burros to provide input for the draft policies, procedure standards for the WH&B program.
For GS-13: In addition to meeting the Basic Education Requirement described above, applicants must have one year specialized experience equivalent to the next lower grade level (GS-12). Specialized experience at this level is defined as experience as working with management and staff assisting with preparation of policies, procedures and standards for program operations for the WH&B program. This includes extensive knowledge and functionality of WH&B Program System (WHBPS), assisting with the drafting of regulations, manuals, and/or instructional memoranda for the management, maintenance, transportation, distribution, etc., of wild horse and burros.
You must meet all qualification requirements within 30 days of the closing date of the announcement.Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.64. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
Pay Range
$74,596.00 - $115,313.00
