Job Summary

This position is within the Division of Sanitation Facilities Construction, Office of Environmental Health and Engineering, in Rockville, Maryland. The purpose of this position is to develop and review changes to national policies and procedures for the planning, design, and construction of water, sewage, and solid waste facilities, and for other activities. The incumbent in this position reports to the Director, Division of Sanitation Facilities Construction.

Major Duties

  • Sanitation Facilities Construction Policy Development: Develop, review and recommend changes to national Indian Health Service policies and procedures identified by the Director, Division of Sanitation Facilities Construction (DSFC), for the planning, design and construction of water, sewage and solid waste facilities for Native Americans and for other activities of the Sanitation Facilities Construction Program. Responsible for management and development of Sanitation Facilities Construction data systems. Provides technical advice, guidance and interpretation of proposed environmental legislation to senior Indian Health Service staff and Tribal leadership.
  • Sanitation Facilities Construction Program Management: Participate with the Director in the administration of the Indian Health Service Sanitation Facilities Construction Program and environmental engineering activities throughout Indian Health Service. Monitor data and develop reports on changes and trends to assist in the management of the program and the allocation of resources. Participate in the development of Indian Health Service policies in the broad field of environmental health and will do so in consultation with Tribes.
  • Sanitation Facilities Construction Program Administration: Perform administrative activities for planning/construction program including budgets, managing recurring funds, preparing supplemental funding and reprogramming requests for Congressional consideration. Prepare capability statements in response to funding proposals, maintain project status data and manage personnel. Participate or make engineering determinations involving contract awards or other major aspects of design, construction, operation, and maintenance work to be performed by contractors and professional engineers in the private sector.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume. BASIC REQUIREMENT(S):

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: reviewing changes to national policies and procedures for the planning, design and construction of water, sewage and solid waste facilities; interprets guidance and enacted environmental health legislation and its applicability to construction projects; serve on committees and coordinates with other agencies in the development of national standards for all aspects of sanitation facilities planning and construction. SELECTIVE PLACEMENT FACTOR: The selected individual is required to hold and maintain a Professional Engineer License issued by a U.S. State or Territory. If licensure is not maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Pay Range

$102,663.00 - $133,465.00
