Job Summary

This position is in Safety and Emergency Management at the VA Sierra Pacific Network (VISN 21), VA Palo Alto Health Care System (VAPAHCS) in Palo Alto, CA.

Major Duties

The Environmental Protection Specialist, henceforth titled VHA Green Environmental Management System Manager (GEMS Program Manager) is the VA's primary approach and responsible person that addresses environmental performance in a manner that meets the requirements of Federal, state and local environmental statutes and regulations; applicable Executive Orders and VA and VHA Directives. Major duties include:

  • Responsible for managing, supervising, administering, and advising facility employees and Leadership on environmental program implementation to meet regulatory and internal VA and external Federal, state and local requirements;
  • Act as the Green Environmental Management System (GEMS) program manager;
  • Identify and implement training, policies, operational requirements and engineering controls needed to comply with evolving and dynamic environmental regulatory requirements;
  • Provide guidance, oversight and consultation with management to consult and resolve to address and resolve compliance findings;
  • Prepare and submit an annual management review report of the GEMS program following ISO 14001 protocol;
  • Develop and carry out an environmental training plan for affected staff;
  • Act as the VA Health Care System liaison to the local or regional EPA office, and other Federal, State, and local government entities related environmental issues.

Work Schedule: Monday-Friday, 8:00 am - 4:30 pm

Qualifications

In order to qualify for this position, you must possess the following minimum qualification:

Possess one (1) year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience is that which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specific qualifying specialized experience for this position (which should be documented on your resume) includes: experience developing environmental programs to meet current organization/department requirements; anticipating, resolving, and managing complex technical problems using innovative approaches; develop, maintain, and implement Spill Prevention, Control, Countermeasure Plans; develop and present budgetary information related to environmental programs to upper level management; serve as program manager with responsibility for providing leadership guidance, technical assistance and evaluation on environmental programs; Interpret, implement, and maintain compliance with environmental laws, regulation, and agency directives/policies; creating professional reports for publication; responding to inquiries from and providing technical assistance to leadership, Supervisors, and general staff. Pay Range

$90,512.00 - $117,669.00
