DOE – The Department of Energy gives notice that the Fusion Energy Sciences Advisory Committee will be renewed for a two-year period beginning on August 2, 2013. FEMA – The Federal Emergency Management Agency (FEMA) issues a final rule on Base Flood Elevation (BFE) determinations (1% annual chance) for the communities listed in the document. BFEs are the basis for floodplain management measures that are required for each community to adopt to qualify for the National Flood Insurance Program. DOI – The Department of the Interior (DOI) Office of Natural Resources Revenue (ONRR) proposes new regulations to implement the provisions of the Energy Policy Act of 2005 (EPAct) governing the payment of advance royalty on coal resources produced from Federal leases. ONRR also proposes to add information collection requirements that are applicable to all solid minerals leases and are necessary to implement the EPAct Federal coal advance royalty provisions. BLM – The Bureau of Land Management (BLM) proposes to amend regulations pertaining Federal coal leases and logical mining units (LMU). The proposed rule would implement Title IV, Subtitle D of the Energy Policy Act of 2005; clarify that a royalty rate of 121/2percent will be assessed on all Federal coal except coal that is mined from underground mines; withdraw the Logical Mining Unit Application and Processing Guidelines; promulgate portions of the LMU Guidelines as regulations; establish new processing fees; and make technical and editorial corrections to the regulations. NOAA – The National Oceanic and Atmospheric Administration (NOAA) requests comments on the revision and extension of a current information collection. This survey instrument will be used by the National Sea Grant Program to obtain information to assess NOAA's accessibility, responsiveness and respect for partners. EPA – The Environmental Protection Agency added trans 1-chloro-3,3,3- trifluoroprop-1-ene (also known as SolsticeTM 1233zd(E)) to the list of compounds excluded from the regulatory definition of VOCs. This is on the basis that this compound makes a negligible contribution to tropospheric ozone formation and was done to attain the national ambient air quality standards.
