EPA - The Environmental Protection Agency is seeking comments for the proposed modification for the National Pollutant Discharge Elimination System general permit regulating discharges from oil and gas wells in the Coastal Subcategory in Texas and in the Stripper Subcategory which discharge into waters in Texas. DOI - The Department of the Interior issued a notice of availability of the proposed notice of sale for the Eastern Gulf of Mexico Planning Area Outer Continental Shelf oil and gas lease sale 225. DOI - The Department of the Interior has announced the availability of the Deepwater Horizon Oil Spill restoration plan. National Environmental Policy Act, the Federal and State natural resource trustee agencies have prepared a Draft Programmatic and Phase III Early Restoration Plan and Draft Early Restoration Programmatic Environmental Impact Statement. USIBWC - The International Boundary and Water Commission is considering relocating the Rio Grande river channel in the Canalization Project Levee System in a 1.08 mile stretch in Vado, New Mexico and create new levees where no flood control measures exist in an effort to meet current flood control requirements. DOI - The Department of the Interior announced the Office of Surface Mining Reclamation and Enforcement is announcing its intention to renew authority to collect information for a series of customer surveys to evaluate their performance. DOE – The Department of Energy has issued a notice of renewal for the Nuclear Energy Advisory Committee. The renewal is good for two years, beginning December 12, 2013.  [Wednesday, December 18, 2013, (Vol. 78, No. 243)]

EPA – The Environmental Protection Agency is proposing to amend the standards of performance for petroleum refineries for which construction, reconstruction, or modification commenced after May 14, 2007. DOE – The Department of Energy issued a notice to renew the Biological and Environmental Research Advisory Committee for two years beginning December 13, 2013. [Thursday, December 20, 2013, (Vol. 78, No. 245)]

FEMA - Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports.
