DOI – The Office of Natural Resources is amending regulations governing valuation, for royalty purposes, of oil and gas produced from Federal onshore and offshore leases and coal produced from Federal and Indian leases. This rule also consolidates definitions for oil, gas, and coal product valuation into one subpart that is applicable to the Federal oil and gas and Federal and Indian coal subparts. EPA – The Environmental Protection Agency (EPA) published a document in the Federal Register of June 21, 2016, announcing a 30-day public comment period for the draft document titled ‘‘Evaluating Urban Resilience to Climate Change: A Multi-Sector Approach’’.  [(Tuesday, July 5, 2016 (Volume 81, Number 128)]

EPA – U.S. Environmental Protection Agency (EPA) hereby provides notice that the National Environmental Justice Advisory Council (NEJAC) will conduct public teleconference meetings on Wednesday, July 20, 2016. The topics of discussion will include: (1) Water infrastructure financing in vulnerable and overburdened communities and (2) the implementation and outreach of EPA’s Revised Agricultural Worker Protection Regulation. EPA – U.S. Environmental Protection Agency (EPA) hereby provides a rule that establishes the initial air quality designations for certain areas in the United States (U.S.) for the 2010 primary sulfur dioxide (SO2) National Ambient Air Quality Standard (NAAQS).  The designations are based on the weight of evidence for each area, including available air quality monitoring data and air quality modeling. The Clean Air Act (CAA) directs areas designated nonattainment by this rule to undertake certain planning and pollution control activities to attain the SO2 NAAQS as expeditiously as practicable. This is the second round of area designations for the 2010 SO2 NAAQS. [(Tuesday, July 12, 2016 (Volume 81, Number 133)]

EPA –  This action amends the National Emissions Standards for Hazardous Air Pollutants (NESHAP) for Petroleum Refineries in three respects. These amendments are being finalized in response to new information submitted after these regulatory requirements were promulgated as part of the residual risk and technology review (RTR) rulemaking, which was published on December 1, 2015. [(Wednesday, July 13, 2016 (Volume 81, Number 134)]

FEMA – Comments are requested on proposed flood hazard determinations, which may include additions or modifications of any Base Flood Elevation (BFE), base flood depth, Special Flood Hazard Area (SFHA) boundary or zone designation, or regulatory floodway on the Flood Insurance Rate Maps (FIRMs), and where applicable, in the supporting Flood Insurance Study (FIS) reports for the communities listed in the table below. DOI –  The Department of the Interior (DOI or the Department), acting through BOEM and BSEE, is revising and adding new requirements to regulations for exploratory drilling and related operations on the Outer Continental Shelf (OCS) seaward of the State of Alaska. This final rule focuses solely on the OCS within the Beaufort Sea and Chukchi Sea Planning Areas (Arctic OCS).  This final rule is designed to help ensure the safe, effective, and responsible exploration of Arctic OCS oil and gas resources, while protecting the marine, coastal, and human environments, and Alaska Natives’ cultural traditions and access to subsistence resources.  [(Friday, July 15, 2016 (Volume 81, Number 136)

EPA – The Environmental Protection Agency (EPA) is issuing this request for information to the public to obtain information about monitoring, detection of fugitive emissions, and alternative mitigation approaches in the oil and natural gas sector. EPA – This action announces the U.S. Environmental Protection Agency’s (EPA’s) approval of alternative testing methods for use in measuring the levels of contaminants in drinking water and determining compliance with national primary drinking water regulations. EPA is using this streamlined authority to make 16 additional methods available for analyzing drinking water samples. This expedited approach provides public water systems, laboratories, and primacy agencies with more timely access to new measurement techniques and greater flexibility in the selection of analytical methods, thereby reducing monitoring costs while maintaining public health protection. [(Tuesday, July 19, 2016 (Volume 81, Number 138)]

DOE – With this notice, the U.S. Department of Energy (DOE) seeks public comment on the proposed content and scope of the Joint U.S.- Canadian Electric Grid Strategy as indicated by the draft outline presented here. DOE seeks public comment including the following: (1) Suggestions for how best to describe the cyber and physical risks to electric grid systems, as well as ways to address and mitigate those risks; (2) suggestions for ensuring that the outlined strategic goals and objectives are at the appropriate level for a joint U.S.-Canadian strategy; (3) suggestions for actions under the proposed joint strategy that Federal departments and agencies should take to make the grid more secure and resilient; (4) suggestions for new ways to secure the future grid across North America, as outlined in the final section; and (5) suggestions for timelines to use when considering future planning and investment opportunities. EPA –  On June 30, 2016, the Environmental Protection Agency (EPA) proposed a rule titled, ‘‘Clean Energy Incentive Program Design Details.’’ The EPA is extending the comment period on the proposed rule that was scheduled to close on August 29, 2016, by four days until September 2, 2016. The EPA is making this change to align the public comment period with the public hearing submittal time frame. The public comment period for the proposed rule published in the Federal Register on June 30, 2016 (81 FR 42940), is being extended.
