NOAA - The National Oceanic and Atmospheric Administration (NOAA) Office of National Marine Sanctuaries (ONMS) announced the availability of seats on the National Marine Sanctuary Advisory Councils. Applicants must submit applications on or before Wednesday, November 30, 2016. The Sanctuaries in need are: Gray's Reef National Marine Sanctuary, Greater Farallones National Marine Sanctuary, Hawaiian Islands Humpback Whale National Marine Sanctuary, Monitor National Marine Sanctuary, National Marine Sanctuary of American Samoa, Northwestern Hawaiian Islands Coral Reef Ecosystem Reserve, Olympic Coast National Marine Sanctuary, and Stellwagen Bank National Marine Sanctuary. DOE - The Department of Energy (DOE) announced a public meeting for the Secretary of Energy Advisory Board (SEAB) on December 13, 2016, at 8:30 - 12:30 p.m. at the Department of Energy’s Washington DC office. This meeting is the board’s quarterly meeting, and will include updates, informational briefings, and a public comment period. DOT - The Department of Transportation (DOT) Pipeline and Hazardous Materials Safety Administration has given notice of a public forum to generate a national agenda for research that addresses pipeline safety and environmental challenges. The forum is free and open to the public and will be held in Cleveland, OH on November 16-17, 2016. BOEM - The Bureau of Ocean Energy Management (BOEM) has provided notice of Restricted Joint Bidders for Outer Continental Shelf Oil and Gas Lease Sales. Entities within this list are restricted from engaging in joint bids with other groups within the list. This list will cover the period from November 1, 2016, through April 30, 2017. NASA - The National Aeronautics and Space Administration (NASA) has announced a meeting of the National Space-Based Positioning, Navigation, and Timing Advisory Board on Wednesday, December 7-8, 2016 in Redondo Beach, California. NSF - The National Science Foundation (NSF) has announced a meeting of the National Science Board on November 8-9, 2016 at the NSF office in Arlington, VA. NSF - The National Science Foundation (NSF) has announced a meeting of the Astronomy and Astrophysics Advisory Committee on January 26-27, 2017 at the NSF office in Arlington, VA. NOAA - The National Oceanic and Atmospheric Administration (NOAA) is requesting comments on changes to its Coastal Zone Management Act Program which is streamlining the process by which states can make changes to their coastal management programs. EPA - The Environmental Protection Agency (EPA) has announced a public teleconference of the Science and Information Subcommittee (SIS) to the EPA Great Lakes Advisory Board. The meeting will address the Great Lakes Restoration Initiative covering FY 2015-19. The meeting is scheduled for Thursday, November 17, 2016. USGS - The United States Geological Survey (USGS) has given notice of an information collection request for to the Office of Management and Budget (OMB) regarding the Economic Contribution of Federal Investments in Restoration of Degraded,  Damaged, or Destroyed Ecosystems. The USGS is requesting comments on this information collection to be submitted to the Desk Officer for the Department of the Interior, via email or fax.[Volume 81, Number 218 (Thursday, November 10, 2016)]

DOI - The National Geospatial Advisory Committee (NGAC) has announced a public web/teleconference on December 14, 2016, from 12:30 - 4:00p.m. EST. The meeting will address NGAC subcommittee reports, review of NGAC papers, transition planning, and planning for 2017 NGAC activities. Members of the public that would like to attend mus. NASA - The Department of Defense (DoD), General Services Administration (GSA), and National Aeronautics Administration (NASA) have proposed to amend the Federal Acquisition Regulation (FAR) to clarify guidance for contract awards in excess of $22 million. EPA - The Environmental Protection Agency (EPA) has submitted a proposal to update its renewable fuel regulations to reflect the changing marketplace, particularly with regard to the rise in ethanol and biofuel usage. DOI - The Department of the Interior, Office of Surface Mining Reclamation and Enforcement has announced the availability of their Final Environmental Impact Statement for the Stream Protection Rule developed under the National Environmental Policy Act. NSF - The National Science Foundation (NSF) has announced a meeting of the Advisory Committee for Computer and Information Science and Engineering, to take place at the NSF office in Arlington, VA on December 7-8, 2016. The meeting will address the advisement of NSF on the impacts of its policies, programs, and activities in the Computer and Information Science and Engineering community. NASA - The National Aeronautics and Space Administration (NASA) has announced a meeting of the NASA Advisory Council, at the NASA AERO Institute in Palmdale, CA, on Wednesday, November 30, 2016. The meeting will be open to the public and available via telephone or WebEx. The meeting will address reports from the Aeronautics, Human Exploration and Operations; Institutional, Science; and Technology, Innovation and Engineering committees, as well as the Ad Hoc Task Force on STEM Education. USDA - The US Department of Agriculture (USDA) has given notice of implementation of the Water Erosion Prediction Project (WEPP) Technology for Soil Erodibility System calculations for the Natural Resources Conservation Service. EPA - The Environmental Protection Agency (EPA) issued a proposed rule to revise the permitting regulations of greenhouse gases (GHGs) to conform to recent court decisions. USGS - The US Geological Survey (USGS) has announced a public briefing to address the development of a database of greenhouse gas emissions associated with fossil fuel extraction from federal lands. NOAA - The National Oceanic and Atmospheric Administration’s (NOAA) Mid-Atlantic Fishery Management Council (MAFMC) has announced a public meeting on December 12-15, 2016. The meeting will address a variety of fishery, energy, and ocean acidification issues, as well as a review and adoption of the 2017 Implementation Plan. BOEM - The Bureau of Ocean Energy Management (BOEM) has given notification of an information collection request for the Office of Management and Budget (OMB) regarding oil and gas production requirements. NOAA - The National Oceanic and Atmospheric Administration’s (NOAA) Ocean Exploration Advisory Board (OEAB) has given notice of membership solicitation for a vacancy on its board. Applicant must include a cover letter stating their interest in serving on the OEAB and highlighting specific areas of expertise relevant to the purpose of the OEAB in their application. EPA - The Environmental Protection Agency (EPA) has finalized a rule regarding leak detection methodologies in petroleum and natural gas systems. The rule adds new monitoring methods and emission factors for leaking equipment to calculate and report greenhouse gas emissions. The final rule will go into effect January 1, 2017.
